Hermosa (Upper & Lower) in La Jolla

City Subarea G coastal-access facts for La Jolla Hermosa — Upper vs Lower survey context, Camino de la Costa shoreline points, and how remodel / historic rules apply.

Between Bird Rock and the Barber / Windansea shoreline corridor, La Jolla Hermosa is how the City’s Community Plan labels Subarea G. Local language often splits Lower Hermosa (the ocean-side La Jolla Hermosa tract) from Upper Hermosa (the 1927 foothill development). This page sticks to City CPA and historic-survey place facts — not medians or demographic claims.

The place

CPA Subarea G — La Jolla Hermosa. High tides and hazardous bluffs limit public access to and along the shoreline. Near the south end of Hermosa Terrace Park, a paved walkway provides shoreline access. Visual access is available from Camino de la Costa, Mira Monte Place, and Cortez Place (La Jolla Community Plan; Appendix G).

1920s origins (City historic survey): La Jolla Hermosa developed by La Jolla Properties with paved streets, curbs, sidewalks, and alleys. Upper Hermosa, also by La Jolla Properties, opened in 1927 (tract engineer Frank H. Dodge; double horseshoe drive along the foothills per survey narrative).

Lower vs Upper · shoreline anchors

City historic survey language: La Jolla Hermosa is commonly known as Lower Hermosa, bounded by Hermosa Terrace subdivision (north), the Pacific Ocean (west), Bird Rock subdivision (south), and La Jolla Hermosa Unit A (east). Upper Hermosa is the separate 1927 foothill development. There is no single City GIS line on this page that re-draws every lot — confirm the parcel with City / Assessor maps.

Appendix shoreline / park anchors: Hermosa Terrace Park (~0.92-acre shoreline park south of Palomar Avenue); dedicated easement off Camino de la Costa near Winamar; Cortez Place and Mira Monte Place street ends; Camino de la Costa street end; Costa Place (steep / hazardous — retain as open space per plan text); La Jolla Hermosa Park (~0.30-acre unimproved park on the bluff at Camino de la Costa and Chelsea Avenue). Plan text is planning context, not a trail guide — confirm conditions on site.

Building & remodel notes

Most Hermosa parcels sit in standard City residential zones plus coastal overlays under the La Jolla Community Plan — confirm zone, Coastal Overlay appealability, and CDP needs with the City for the address.

Coastal height: Prop D / SDMC §132.0505 — 30 feet on city land west of I-5 (confirm parcel). Structures approaching 45 years → SDMC §143.0212 historical resources path; see historic review and remodel rules. Bluff-edge or shoreline adjacency → bluff homes.

The 2004 City historic survey recommended a geographic Hermosa historic district as appearing eligible — that is survey language, not a claim that the City has designated a district on this page.
